Identify which part of your business which is causing the most pain, the most time spent which usually involves several staff. Something that if it was automated would have the biggest impact on time spent.

Surprisingly in many cases there is little requirement from management to be involved, once the project has been decided, the real stakeholders are the staff members who will be using it on a daily basis, who in most cases know what is required. Despite my bias towards technology, it’s hard to beat a large whiteboard when it comes to mapping out requirements.
Ideally the finished article would be sent out nice and shiny without any hiccups. But the reality is that not only are there a few glitches but also many revelations/realisations as the project evolves. With this in mind it is often better to dispatch the product with trial data.
A well-designed app will normally have secondary benefits to other departments just by the fact that it will be collecting information that normally pertains to different parts the business.
